Upgrade your businesses: Each time you upgrade one of your businesses it increases the allowable population number, which in turn enables more people to move into the houses that you already have. Make sure you take care of all of your upgrades as quickly as possible. If necessary, ask your neighbors to help.

Upgrade your City Ville Mall: The mall is one feature that's often misunderstood but it's a huge asset when it comes to saving space. With each level you can move 4 of your existing businesses into the mall and get them off your city grid. A level 5 mall, then, will hold 20 businesses!
